It's pretty much the reductio ad absurdum of anti-abortion legislative efforts, since it would outlaw not just all abortion but (at least potentially) several forms of contraception, and probably have all sorts of ramifications for health care etc. It might be hyperbolic to say that this would make every miscarriage a potential case of manslaughter, but the language seems to be broad enough for that.
I'm pretty sure it doesn't stand a chance of passing.
