  73. The Shadow War is at a standstill as 2261 begins. Ancient, implacable
  74. enemies, held at bay by races long dead or departed, the
  75. <strong>Shadows</strong> were
  76. no more than legends to most of the younger races.
  77. <p>
  78. All that changed in 2260. The Shadows, awakened years earlier from a
  79. millenium-long slumber on their ancestral home of Z'ha'dum, gradually made
  80. their presence known, and their purpose became clear: weeding out the weak and
  81. defenseless among the younger races to promote rapid evolution. Moving
  82. largely behind the scenes, they set the younger races upon one another,
  83. causing wars and inciting genocide. The Shadows are the embodiment of
  84. the question, "What do you want?" They seek not military victory, but
  85. philosophical dominance, a universe in which younger races scramble madly
  86. to attain their goals without regard for the consequences. Such an
  87. environment demands chaos, and it's chaos the Shadows have so effectively
  88. brought upon the major races.

  92. When the other First Ones departed for reasons of their own, the
  93. <strong>Vorlons</strong>
  94. were left behind to oppose the Shadow philosophy. If the Shadows represent
  95. chaos, the Vorlons are lords of order: they seek the same outcome, the
  96. advancement of younger races, but on their terms, whether their charges
  97. like it or not. The Vorlons prefer to ask the question, "Who are you?" It
  98. is a question that leads to introspection and spiritual growth, but not to
  99. expansion or scientific advancement.
  100. <p>
  101. Unfortunately, the struggle between the two philosophies is played out not
  102. among the ancients, but among the younger races, unwitting pawns in a game
  103. few yet realize is being played.
  104. <br clear=all>
  105. <p>

  107. The <strong>Earth Alliance,</strong> headquartered in Geneva, is led
  108. by President Clark. Clark came to power with the help of
  109. the Shadows and the Psi Corps, a Shadow-dominated agency created to control the
  110. telepathic talents planted furtively in the human gene pool by the Vorlons.
  111. ISN, a blatant propaganda machine, controls the flow of information to the
  112. citizenry and the outside world. Political dissent is stifled
  113. by an Orwellian agency called the Night Watch. Passage to and from the
  114. Earth Alliance is difficult thanks to the imposition of strict martial law,
  115. ostensibly to protect humans from alien influences that might spark another
  116. devastating war. So far, Earth has largely stayed out of the Shadow War;
  117. Clark's extreme xenophobia hasn't led him to strike out against the
  118. other races. Rumors of a resistance movement persist, but so far they're
  119. nothing more than rumors.

  123. Until recently,
  124. <strong>Babylon 5</strong> was an outpost operated by the Earth Allance, built
  125. with the aid of a few alien governments. Captain Sheridan declared
  126. independence in mid-2260 in opposition to Clark's totalitarian policies.
  127. By continuing its function as a remote outpost used by a multitude of species,
  128. B5 has been able to maintain its autonomy from Earth, though with autonomy has
  129. come the isolation of most of B5's crew from their families and friends
  130. back home. With the war against the Shadows out in the open, the station has
  131. served as a base of operations, a gathering point for those who oppose the
  132. Shadows: the Vorlon-inspired Army of Light.

  136. The <strong>Rangers</strong> are the core of the Army of Light. Made up
  137. primarily of humans and Minbari, the Rangers were formed to gather information
  138. and perform covert operations to undermine the work of the Shadows. The
  139. Army of Light as a whole is composed of the Narn, the Minbari, and various
  140. minor races,
  141. all of whom feel that the Shadows must be opposed at any cost. By
  142. implication, they side with the Vorlons, and in fact the Vorlons have
  143. encouraged the Army's formation, contributing tidbits of advanced technology
  144. toward the construction of the White Star Fleet of warships.
  145. <p>

  147. An old, highly spiritual race, the <strong>Minbari</strong> are humanoid with
  148. exterior bone crests on their heads. A thousand years ago, the Minbari fought
  149. the Shadows alongside the Vorlons, and came to trust the Vorlons implicitly.
  150. Minbari society is divided into three castes: Warrior, Religious, and
  151. Worker. After a recent splintering of their political leadership, Minbari
  152. society is at an impasse. The Religious and Worker Castes have given their
  153. support to the Army of Light, but the Warrior Caste, arrogant and
  154. isolationist, resents such involvement with inferior races.
  155. <p>
  156. Only a few know that Minbar and Earth have linked histories: a human, Sinclair,
  157. the first commander of Babylon 5, traveled back in time to the previous war
  158. against the Shadows and delivered a new base of operations, Babylon 4, to the
  159. Minbari. Sinclair became a great spiritual leader, the founder of Minbari
  160. society and a prophet thanks to his knowledge of future events. Sinclair's
  161. journey opened a doorway between Minbari and humans, and since the last war
  162. a thousand years ago, Minbari souls have been slowly reincarnating in human
  163. bodies. Upon discovering that, the Religious Caste halted the Earth-Minbari
  164. War, a decision still resented by the Warrior Caste.

  168. The <strong>Centauri Republic,</strong> until recently a declining empire, has
  169. allied itself with the Shadows and is enjoying a renaissance of military and
  170. political might. The Centauri are even allowing the Shadows to house ships
  171. and personnel on their homeworld. The insane Centauri Emperor, Cartagia,
  172. believes the Shadows will elevate him to godhood if he cooperates with them.
  173. Instead, the pact is likely to leave Cartagia dead and Centauri Prime in
  174. ruins. Centauri are mostly human in appearance; men wear their hair in fans
  175. whose height indicate social standing, and women have shaved heads.

  179. Once a major power, the <strong>Narn Regime</strong> was one of the victims of
  180. Centauri expansionism, especially humiliating since they were unwilling subjects
  181. of the Centauri Republic a hundred years ago.
  182. Under the leadership of former ambassador G'Kar, now living in
  183. sanctuary on Babylon 5, the Narn are assisting with Babylon 5 security and
  184. acting as footsoldiers for the Army of Light. Narns have a
  185. reptilian appearance and are easily provoked.
